The responsibilities
of County Magistrates, according to Kentucky Informational Bulletin
No. 114, are: to appropriate county funds for lawful purposes, to buy
and sell county property, to supervise the fiscal affairs of the county
and county officers, and to exercise all other corporate powers of the
county. Additionally, the magistrates must appropriate county funds for
various purposes required by law, such as: construction, operation, maintenance
of county buildings, roads and other property, and the incarceration of
prisoners. The powers
of the County Magistrates are: the authority to enact ordinances,
to issue regulations, to levy taxes, to issue bonds, to appropriate funds,
and to employ personnel in the performance of public functions. The 6th
District has five precincts. Precinct 21 is Lexington Avenue Baptist
Church, 22 is Streamland and Brookcove, and 23 is Boyle County High. Precinct
24 is new (Toliver) and includes Lannock, Argyll and the area around Toliver
School. Precinct 25 is also new (Shakertown Road) and includes Colonial
Heights, Candlewood, and part of East Lexington Avenue. My wife
Alice and I moved to Boyle County 31 years ago with our four children.
I am retired, as is my wife. I worked at Eaton in Harrodsburg for three
years and Mathews Conveyor for 23 years. My wife was a teacher at Danville
High School. Currently I am on the Habitat for Humanity board of directors.
I have served as a Junior Achievement advisor; and I have been president
of Toliver School PTO, president of Streamland Home Owners Association,
and vestry member and secretary for Trinity Episcopal Church. My formal
education consists of courses in mechanical engineering from Purdue
University, and metallurgy at Metals Engineering Institute. I successfully
completed a course in Basic Project Management from the University of
Kentucky. I have a degree in Industrial Organization and Management from
Kent State University. During
my working career I have held the positions of manufacturing engineer,
project engineer, applications engineer, contract co-coordinator, project
manager, and have handled multi-million-dollar projects for Mathews Conveyor.
I believe my education and working experience have provided me with the
tools to audit the Fiscal Court's 13-million-dollar budget for the next
fiscal year and to continue to carefully oversee the use of Boyle County's
monies. Since
the 6th District is within the Danville city limits, I propose to
have quarterly meetings with the city commissioners. Also, since the Fiscal
Court and the City of Danville share many of the services provided to
county residents, I propose having joint meetings with the city to discuss
the shared expenditures before such expenditures are approved. When elected,
I will support planning and zoning, give continued support and urge
the upgrading of the EMS and 911 services. I'll work for the completion
of Millennium Park. In addition, I will try to resolve the question of
what to do with the old jail downtown. I welcome
